20Eco- Textile Labelling Guide 2010 Obligatory organic standards The production and processing of organic textiles sold on the Japanese market is regulated in the Japanese Agriculture Standard ( JAS). These certified goods are identified with the official JAS organic seal of the Japanese government. Like NOP in the USA and the EU 834/ 2007 directive, the JAS standard is based on the food industry. Since the food inputs differ greatly from the textile industry, as do the processing requirements, it's unlikely that any textile sold in Japan would ever be able to carry the JAS organic logo. However, the production of the organic textile fibre must meet the agricultural requirements of JAS and be accredited by international certifiers such as IMO ( pages 48) which are registered by MAFF ( Japanese Ministry of Agriculture, Forestry and Fisheries). These then may inspect and certify produce which is destined for export to Japan. Key features of JAS The JAS System consists of the combination of ' the JAS Standard System' and ' the Quality Labeling Standard System'. Quality Labeling Standard System ? Requires all producers, distributors and other parties to label in accordance with the Quality Labeling Standards. established by the MAFF. ? All the Quality Labeling Standards are mandatory so that all goods sold for consumers shall be labeled in accordance with them. JAS Standard System ? The JAS Standard System refers to the certification system to attach the JAS marks to the products inspected in accordance with the JAS Standards established by the Minister of Agriculture, Forestry and Fisheries. ? The JAS Standards are voluntary other than JAS Standards for Organic Foods. The only Certified Business Entities such as producers and manufacturers can attach JAS marks to these products. Countries whose organic standards are approved as equivalent to the JAS Organic System include: Ireland, the United States of America, Argentina, Italy, United Kingdom, Australia, Austria, Netherlands, Greece, Switzerland, Sweden, Spain, Denmark, Germany, New Zealand, Finland, France, Belgium, Portugal, and Luxembourg.
